BILL BAR STEPS DOWN. IS THE PLAN CRUMBLING?

In breaking news yesterday, Attorney General Bill Barr will be stepping down from his position before Christmas.
Was Bill Barr stalling out the clock and preventing arrests from happening this whole time?
Or was Bill Barr handling things in a particular way and stepping down as soon as his part of the mission was complete, so others can come in and prosecute?
It looks like time will tell but seeing what President Trump has said about AG Bill Barr, I would guess the latter.
Now, many people have different opinions about Bill Barr. I can certainly appreciate all perspectives because everyone makes decisions based on what they see and perceive.
But look at how President Trump speaks about Bill Barr. He has never been shy or bashful about speaking negatively about people he does not like, especially on Twitter.
President Trump has spoken very highly about Bill Barr on multiple occasions.
What is really interesting is who is replacing Bill Barr as acting Attorney General??

Late Sunday night, Cybersecurity, and Infrastructure Security Agency (CISA) issued a rare Emergency Directive 21-01, in response to a KNOWN COMPROMISE involving SolarWinds Orion products.
So, who uses SolarWinds products? Well only 300+ of the top Fortune 500 companies, all five branches of the US Military and even Dominion Voting Systems! You know them, right? SolarWinds has since deleted their page with their list of customers, but here’s an archived link you can see.
