Congress apparently got into a shouting match, so Pat Fallon, along with a Secret Service Chief, apparently got into a shouting match over 9-11? My type of conversation. Nice. Mr. Fallon from Texas. Thank you, Mr. Chairman, and thank you for the work that you and Ranking Member Rowe and the rest of the committee has done, and certainly our staff. Mr. Rowe, would you agree that the protection that President Trump was provided on the 13th of July was wholly and tragically negligent. The site plan was abysmal to the point of derelict, and on the 13th of July in Butler, Pennsylvania, United States Secret Service not only failed President Trump, but Cory Comparatory and the American people in historic fashion.
I would. In the months leading up to July 13th, who was the Director of the Secret Service? Kimberly Cheetle. Other than former Director Cheetle, who was the most senior Secret Service agent? In the agency? That would be me, obviously, the Deputy Director. In the months leading up to the 24th of July of 2014, were you made aware of highly credible intelligence that a serious and grave threat to President Trump’s life from an adversarial nation state? There was a very serious threat. In this open setting, Congressman, I can’t discuss what I was or was not aware of.
The former Director Cheetle said she was aware. So I would imagine by extension you were aware. I would then I would said in open session that I would point to Director Cheetle’s right. So you were aware. So we have a unique circumstance here because we had a former President United States who is the leading candidate at that time to be the next President United States. And he will be now that we know. And he was being threatened by a foreign nefarious nation state because of actions he took while he was President of the United States.
Very unique circumstance. Zion House. I’m going to read that shortly. Don’t worry. I didn’t forget about you. I just don’t want to get derailed from this conversation. Zion House. I’ll address that. The chat is my co-host for the day. So I’ll get to that in a second. So being that you were aware of these unique circumstances, did President Trump, was he provided a security detail akin to what a sitting President would receive? At that time, he was not. He was not. Would you agree that if there was a counter surveillance unit there in Butler on the 13th, he would have been safer? I think if there was a counter surveillance unit, advanced, that was on the ground, it could have aided the advanced team in identifying the AG.
He would have been safer. President Trump would have been safer. Yeah. Okay. I don’t think this would have even occurred, but be that as it may, did the President’s detail request a CSU to your knowledge? I’m not aware of a request for CSU. Now, was the threat from the nefarious nation-state disseminated to agents in the field and in the productive details? I’m just pausing, Congressman, because I’m trying to walk our tightrope here in an open setting. What I can tell you is that the Secret Service provided assets on that day for a particular what I can tell you, sir, is that the folks that are whistleblowing and informing some members of Congress say that they were not aware of this threat.
That’s what I’m getting at with being proactive and showing leadership is we know for a fact that there was no CSU in Butler. Was there a full CAT team there? There was not. No. They’re holding the Secret Service chief accountable for what happened in the assassination attempt that merely took Trump’s life, which we wouldn’t be having this conversation today about who’s the President of the United States coming on January 20th, all right? So, the Congressman Pat Fallon is questioning and grilling and trying to understand if there was negligence on the Chief of Police’s part or is this a setup and that’s something that was actually being plotted and planned from the inside, apparently, of what was going on on Trump’s life.
And it’s crazy that we just now get into this conversation after the election. A full CAT team, six members, and there were two there. So, you knew the threat. You didn’t disseminate to the field in protective details. President Trump didn’t have a protection that was akin to a sitting president. He didn’t have the CSU. He had only the third of the CAT team. So, that’s that kind of ineptitude and inaction and complacency and the neglect that really, quite frankly, is just telling is it is chilling. And had it not been for a very blessed, fortuitous happenstance of a perfectly timed turn of the head, President Trump would have lost his life that day.
Now, only this is another thing that concerns me. We report to our constituents and instead of really after this happened, did you go the next day to Butler, Pennsylvania on the 14th of July? I did not. Okay. Did you go that week? I did not. The FBI held that site secure for five days as an act of crime scene. And they released it back to the owners on the 18th. And you did not visit. And when did you finally visit the site? I visited about a day after I was appointed. So, July 24th.
She came in July 22nd. She got skewered and roasted by the Democrats and Republicans on the oversight committee, of which I sit on. She resigned the next day. And then only that day did you go. I’ll take your word for it. Why did you wait nine days? Eleven days. Why did I wait nine days? Director of the FBI went to the site. Why didn’t you go? Congressman, I think I was appointed July 23rd and I was there on the 24th or 25th. You were the second most senior member of the Secret Service.
You could have gone. And I was managing from here the crisis. We actually did match. Did you call the, you’re managing the question you just said. Did you call the detail that night on July 13th that was protecting President Trump? On that night, they were operational, sir. You did not. Okay. Did you call him the next day? No, I did not. Okay. When did you finally talk to him? I spoke to them when they arrived in Milwaukee. So four days later, July 17th. That sound about right. Yes, sir. Okay. So you waited four days.
And when we were talking earlier, a couple of months ago, this is an epic failure. We all agree on that. And instead of really focusing on the egregious errors in the, in the, in correcting the incompetence and improving the doctrine and changing the culture, there was a massive appropriations request. We know that you have 8000 heat catching all kind of heat right now. They is on his head. Sometimes in these congressional meetings, I’m not really trying to, I don’t know if they trying to get information or if they just trying to hold accountable the person that they feel like it’s culpable or the people that they feel like is culpable of whatever act is as being accused.
I don’t think that they’re actually trying to get any information because a lot of the information, it sounds like he already had. He’s just cooperating what other people say. And then he’s just holding people accountable. So putting these people on a hot seat, a lot of times it’s just a formality. I don’t even know if they trying to gain any new information here. And employees, we know that they have a three point one billion, three point one billion dollar budget and you asked for two billion additional dollars with sticks in our three point one billion dollar budget and they want to up it up to five.
Yeah, we need a department of government efficiency for real, for real prize. When we report to our constituents, we have to say, hey, this federal agency failed epically, and then they wanted to almost double their budget. How much would it have cost to put somebody on that water tower? How much would it have cost to have drones that were actually functioning that day? How much would it have cable to where your anti-drone technology would work? How much would it have cost in a walkthrough with local law enforcement to secure the AGI site or put cameras on that roof or put agents on that roof or put your have your snipers have iPads or have one command post instead of two or cordoned off the DMAGR complex 17 acres.
That wouldn’t cost two billion dollars. And in fact, with with caution tape signs, posts and stakes, it would have run about 410 bucks. When I went to a couple different Trump rallies this year, you ain’t doing nothing. I even had an opportunity to speak to some of the secrets, secret service agents after the Trump rally was over. And he was kind of giving me some insight. And so he does some of my security sometimes also now. So shout out to you. But if you’ve walked through at any rally, and this was like the first one that I’ve been to was very, very small.
It was a very small kind of intimate setting. And, you know, I kind of had the inside scoop on when the president landed and when he was going to get there and all of this other stuff. If you just look up and look around, and this was after the assassination attempt. And so I’m not sure if they beefed up more security and they gave them more technology and all of this other type of stuff. You bet not even blink when it comes to thinking about bringing nothing in there to do something that you’re not supposed to do.
Way before the president even show up. I mean, drones patrolling everything. And I don’t know if the drones got infrared. I don’t know what the drones got on them, but it’s drones everywhere. Snipers on a roof, taking over different buildings, police, secret security agents, all of this stuff. Like, don’t breathe. Don’t breathe wrong. And think that you, so for that dude, it still boggles my mind to think that he was able to climb up on top of a building of a roof in the open with a rifle, with a sniper rifle, and then take a shot at the former president, current person that was leading in the polls, potential president, and now president of the United States of America.
It just seems from what I seen and from my experiences of seeing how they operate before the president even get there. When, when I was leaving, right? Because I had to park further away and then I had to walk in because you couldn’t even get in before a certain time. When I was leaving and I was walking out and I was talking to the, to the police officer lady, cause she, you know, she had a uniform on and she was looking a little good, you know, I like to have conversations. And I was talking to the other secret service agent and then I looked over at different buildings and I seen snipers coming up out of the building from apparently being in different windows and stuff like that, from like other buildings that you couldn’t even see them on the roof.
I was like, this is crazy. Ain’t no way in the world you can get close to this guy. And then, you know, you get patted down on your way in, they checking your phone devices, they going through your money, they flipping through it just to make sure you ain’t got nothing in there and all of that. Impossible. Impossible for a person to climb up on the roof. When I went back and I replayed that cause that same night that I got home, I went and I looked at the footage, the previous footage of what they showed that he did and all of that stuff.
Impossible. No freaking way. Impossible. Cause we ran through it. Let’s add another zero. Say it’s four grand. It’s not two billion. So I got another question for you. Do you recognize this photo? Yes, sir. I do. Okay. Is that a remembrance of September 11th? It was. Was it in New York? It was at ground zero. Okay. Who’s usually at an event like this closest to the president of the United States? Security wise, the sack of the detail, special agent in charge of the detail. Were you the special agent in charge of the detail that day? Actually, let me address this.
Could you please staff leave that? Oh, no, leave that one up with the circle around me. Thank you. So actually, Congressman, what you’re not seeing is the sack of the detail off out of the 11. I actually responded to ground zero. I was there going through the ashes of the world trade center. I was there at fresh kills. I’m not asking you that. I’m asking you to show respect for a secret service members that died on 9 11. You’re trying to be, do not invoke that 11 for political purposes. I’m invoking this.
You are, sir. You are out of line. I’d like to ask him a quick, please don’t try to bully me. I ain’t never seen nobody actually talk to a congressman. I don’t think I’ve ever seen anybody go back and forth with a congressman and get aggressive like that. Oh, this is, this kind of remind me of what happens over in Canada. I’m elected member of Congress, and I’m asking you a serious question. And you are a public servant who has served this nation and you won’t answer the question on our day on our country’s darkest day committee will come to order.
Committee will come to order. I’m asking you serious questions for the American people. And they’re very simple. They’re not true questions. Were you the special agent in charge? That I wasn’t. I was there representing the United States Secret Service, sir. Mr. Ballon, your time’s expired. You wanted to be visible because you are just sitting for this. I was there to pay respect for a foreign member of this agency. You were out of line because you are put, you put those agents out of position. And you are out of line. Mr. Chairman, Mr. Chairman, Mr.
