Recently, the European Union and NATO embarked on an initiative to try to motivate people to get more prepared. It kind of went something like this. Welcome to What’s in My Bag Survival Edition. First up, my glasses. Super important if you want to see what is happening or not. Some cash. In the middle of crisis, cash is king. Don’t forget matches and of course, the light. Turn. So that was kind of cringy. But it’s just intended to be a gateway into more sophisticated forms of preparedness, which comes in the form of these war preparation guides, which are currently being distributed, especially in the Baltic states.
Today, we’re going to go through these guides and we’re going to see what we can extract as preppers in terms of lessons and guidance for how to endure these different types of scenarios. Let’s get to it. In addition to the EU stockpiling initiative, both Germany and France are planning to treat up to 1,000 soldiers per day if a war between NATO and Russia breaks out. The current surge capacity of many European hospitals would be wholly inept at meeting the demands of a major conventional war, much less a non-conventional nuclear war. For this reason, they’re seeking to drastically expand their capacity.
But it doesn’t stop there. Civil defence infrastructural planning is also underway. For example, the demand for protective shelters in Germany has risen sharply following the recent drone incursions into Polish airspace. According to Mario Pida, the technical director of a major private contractor that constructs bunkers across Germany, he told Bild that inquiries have increased by nearly 50% since the beginning of the year. Companies call us because they want bunkers for their employees on company premises, he said, adding that approximately 10% of new buildings in the country are now being designed with integrated shelters.
This is something that’s happening all across Europe. This brings us to our emergency guides and our prescriptions by various governments on how to survive a major disaster. You might be familiar with something similar that was put out by FEMA. But these European-based emergency preparedness guides are far more detailed and specific because they, of course, centre around a major war. They’re actually quite reminiscent of this Cold War era survival guide that was released in Canada in 1963. This guy doesn’t seek to patronise the viewer with euphemistic and flowery language. In fact, it gets right to the point.
How to survive a nuclear war. Nowadays, of course, if you were to release a guide like this, it might trigger widespread public panic. That could potentially compromise foreign policy objectives as it pertains to a potential war. Instead, they spoon feed you with this Mickey Mouse style of emergency preparedness guidance. But that is just the beginning. That is just the gateway into the more advanced levels of prepping. So in front of me, I have a few different guides. I have the Cold War era survival strategies guide by the Canadian government. We have the updated 2025 version of the Taiwanese emergency planning guide.
We also have the 2023 version of the all-out defence contingency handbook, which is a guide for Taiwanese citizens on how to survive a Chinese invasion. We have the 72-hour guide by the Latvian government, what to do in case of war. We also have the new safety guide, which was just released a few weeks ago by the Polish government to provide citizens with advice on what to do in case war breaks out with Russia. And lastly, we have the emergency planning act of my own province. So I want to start off with this Polish safety guide.
Now, interestingly, this is not your run-of-the-mill emergency preparedness guide that you might find with FEMA or some other Canadian equivalent. You can tell what the purpose and objectives of this guide are based on the opening statement. And this might not be a perfect translation. If martial law is declared or war breaks out, this system automatically transforms into civil defence and defence against external threats is carried out in parallel by the Polish army. Civil defence is not part of the armed forces. It is to protect us from all of the dangers with warfare and its associated effects.
So write out the gates with the introduction of martial law into the conversation. They are priming the population to accept an increased form of centralized governance in the case of a major war. If you receive a mobilization assignment for civil defence, you will take upon the task that will help protect people, property, infrastructure or cultural goods. They’re essentially saying that you can be conscripted to do manual labour or different types of work that has been deemed essential to the cause of war preparations. As Poland is a member of NATO, as is Latvia, you can extrapolate this to your own country’s potential war measures that will likely be imposed.
Canada and the United States will be no exception. It wasn’t too long ago that they were conscripting people against their will to go and fight a war in Vietnam. It can and will happen again. Now this is very important. Both in times of crisis and or mobilization, as well as war, you may be required to transfer your property, buildings, vehicles to the state. Later it will be returned to you or you should receive some compensation. I have a feeling if they’re using it for war, it’s probably not going to be returned in the same condition.
And chances are you’re not going to be sufficiently compensated. Now at the time of making this video, my sources inside Poland tell me that farmers who are currently along the border, where the military is already starting to operate with Belarus and Ukraine, they’re already willingly relinquishing control of their property to the government in hopes of getting compensation before the government just comes and expropriates it while giving them no compensation. On the topic of conscription, if you receive a call-up card for military exercises, remember, these are not hostilities, these are just routine activities of the Polish army.
So don’t worry, if we force you into wearing a military uniform and take you to boot camp, don’t worry, we’re not really going to send you to war, this is just a drill. Remember my old saying, there are no military exercises, only World War III disguises. People think of the military draft as some enigmatic thing that just happened in days gone by. These policies still exist today. In fact, if you don’t believe me, check out the Saskatchewan-Canada Emergency Planning Act. Most people don’t even know this exists. Let’s read a few excerpts of this soul-crushing guide.
So if they want to take your car, guess what? You guessed it, they’re going to take your car. Control or prohibit travel to or from any area of Saskatchewan. If they don’t want you leaving the city, guess what? You’re probably f***ed. Provide for the restoration of essential facilities and the distribution of essential supplies. Well, that’s a good thing. As preppers, we shouldn’t need to worry about that. We have our own supplies, thank you very much, government. This one’s my personal favorite. Authorize the entry into any building or on any land without warrant by any person in the course of implementing an emergency plan.
Procure or fix prices for food, clothing, fuel, equipment, medical supplies, and other essential supplies for the use of any property, services, resources, equipment with any part of Saskatchewan during the emergency period. So they’re talking about price fixing and rationing. Many people forget that in World War II, we actually had ration booklets. You had a certain set of coupons that you could use every week. It wasn’t a fun time. But let’s get back to the Polish emergency guide, shall we? Remember, if you evade military service, you will face the legal consequences regardless of whether you are in Poland or abroad.
They’re going to come find your ass if you go AWOL. That’s what they’re saying. So we’re already seeing this in Ukraine, where they’re trying to extradite the fighting-age males that have fleed to other European countries and abroad. Because they need those guys to go and die in a trench for the military-industrial complex. Attacked to political? Probably for this video. At this point, it really doesn’t matter. Now, whether or not it’s feasible for them to actually enforce something like that is another story. But think about what that means. Even if you try to flee conscription, because you don’t believe in the war, they will have those other countries, specifically NATO members, and this is likely an agreement that they have amidst NATO countries, to extradite you back so you can go and perform your civic duty.
So, so far, the first six pages of this emergency guide have been nothing more than a way to scare you into military service. Now it goes into how to prepare your surroundings. In crisis situations, limit the use of your car. Roads should be passable for rescue services and military transports. This is actually the main reason why they didn’t want to incite a panic in Ukraine, and why the Ukrainian government kept on insisting that a war was not inevitable back in February of early 2022. Because they needed the roadways to be cleared for military logistical purposes.
They go on to talk about the importance of stockpiling various medical supplies, because the hospitals will likely be overwhelmed. Now, it goes on to advise you as to how to seal up your windows and doors. Really, the only reason why you would want to physically seal your windows and doors is because if you believe there was some pathogen or something toxic in the air that was coming from the outside in, which could of course be things like nuclear fallout, for example. This is not something that I’ve personally seen in a FEMA guide.
They go on to say, if you are an employer, familiarize yourself with your obligations to employees during states of emergency and war. As an employer myself, the government has yet to fill me in on what my responsibilities might be to my employees during a time of war. In terms of emergency shelters, basically they’re talking about bunkers here, bomb shelters. You can find information about the location of shelters at the Commune office, the state or volunteer fire brigade unit and on the website. Here in Canada, we used to actually have a series of Cold War era bunkers scattered throughout the country.
In fact, I believe there was about 2,000 and many government buildings had glorified basements which were supposed to double as fallout shelters. A lot of those radiation monitoring stations are now defunct. However, there are numerous ways that you can mitigate the effects of radioactive fallout and we’ve done videos on that. I’ll post one of those right here. Now they get into the fun stuff. They talk about in case of a contamination threat, radioactive threat, prepare to survive at least a few days inside a sealed building, okay? They show you what to do in the case of an air attack.
Find a depression inside the ground, lie face down away from the blast. This section is called disturbing behaviors. The presumption here is that there are going to be subversives in our midst and that they’re going to be conducting acts of sabotage on places of critical interest. Part of your obligation with this civil defense mandate is to report any suspicious behavior. In this type of environment, Karen is going to be on the phone 24-7 ratting out people she doesn’t like. They also remind Karen, however, that she should only call if she really has to. Do not share photos and videos from the scene.
So this is something that is currently a policy in Ukraine that you’re not allowed to record videos of buildings being exploded or detonated. You could be charged with treason for doing that. Do not fuel panic. Do not spread unverified information. So government narratives only. Pete Hegseth made a statement about the Pentagon press briefings. The press at the Pentagon is no longer allowed to publish any information that hasn’t first been vetted by the Pentagon even if that information is unclassified, which tells you that they want to control the narrative when this big war starts.
Do not believe reports of the collapse of the state or capitulation. This is very important because psychological operations typically dictate that you’re going to try to get in the minds of the enemy and convince them that their government is collapsing so that people will forfeit. So now let’s dip into the Latvia, what to do in the case of war. I’ve actually done an extensive video on this topic before, but there’s a few points worth mentioning that probably make a little bit more sense now than they did a year ago when I did that video.
One of those things is their guidance on how to prepare or retrofit a basement in order to be nuclear proof. They talk about the best choice of a basement being a reinforced concrete cover and masonry walls. Shelves made of durable material are created along the walls which can provide additional support for the wall. If the basement has windows, prepare filled bags with sand or other loose materials or concrete box. Guys, this is why you absolutely need, in the very least, 100 sandbags at the ready. It could be more or less depending on your situation.
They’re not only good for mitigating radioactive fallout, but they’re also bulletproof, as we showed you here. They talk about in this guide that if you have medication that’s expired, hand it over to pharmacies for disposal. I would advise against that. And the reason is because the US military, they did something called the shelf life extension program. They had millions of dollars worth of medication that was about to expire. So they did potency tests on all of the different types of medication and they found that most medication has a much longer shelf life.
It just diminishes in its potency. Chances are those antibiotics that are 10 years old will still work. You might just have to take a bit more or for longer to have the same desired effect. So no, don’t go and turn in all your expired medication to the government. I can say that because I don’t live in Latvia and they can’t throw the book at me. How to protect yourself against misinformation. Just like they were advising in the Polish emergency guide, they go on to say the following. Do not believe the news that the national armed forces have stopped fighting and that NATO will not help.
This is very important for the Baltic states because they are wholly dependent on countries like Germany and France coming to their aid because they’re very small countries, small populations. This is a common way to demoralize the population. Also, remember that in the event of the enemy attack, the NBS will resist tenaciously. If you are in a military conflict zone, it is recommended that you listen to the following recommendations. Always carry identification documents. Keep money and documents in different places so you have more possibility to save them. When you’re out there walking around and the government stops you, you’re going to have to prove who you are and prove that you’re not working for the other side.
Keep information about your blood type and possible health problems, such as allergies. How many of you know your blood type? Something to think about. Here’s what not to do when you’re walking around the post-apocalyptic wasteland. Do not tell people of dubious reputation and strangers about your plans. So, you know, that local drug dealer, don’t go and tell them, you know, all your plans. Do not argue with strangers to avoid possible provocations. Avoid convoys and do not stand near military vehicles. Do not take pictures or film if there are people in the military uniforms nearby.
Do not try to film their actions, even if you think they are illegal. Hmm, can you see how that might be abused? Do not observe the hostilities. Hide as soon as you hear the shots. Do not carry weapons or show military personnel anything that might resemble a weapon. Do not take abandoned weapons or ammunition. Water. Access to water is likely to be blocked with the intention of forcing the defenders to surrender, or disrupt it as a result of damage to water treatment facilities and pipelines. So they go on to give you some advice knowing that water is a essential piece of critical infrastructure and that it’s going to be one of the prime targets, which is why you need to find a way to get water.
In the Baltics, you’re very close to the sea, obviously, so having a way to desalinate water might be a potential option. Civilians will face inconvenience when many of the measures and recommendations mentioned above are implemented. For example, the diet will need to be balanced, but it will cause discord if the way in which this is done is seen as unfair. So the way you distribute food and provisions is going to be essential to maintaining social cohesiveness. In order to not interfere with civil protection measures, it is necessary to discuss and agree on a specific course of action together with the residents of an area.
So have some sort of agreed upon set of rules before you go about distributing food and supplies. They go on to say the community must agree on the storage and distribution of food and other supplies and the observance of hygienic measures and the burial of dead bodies. You have to discuss these difficult topics before they become reality as it’s going to reduce the shock and strengthen the will to resist the intruder. So I would advise people tonight, go to your neighbor’s house and say, look, we need a plan to deal with dead bodies, OK? Don’t do that.
City groups should appoint trustees to meet with NATO or military representatives of the aggressor’s armed forces depending on which country controls the territory to discuss issues affecting the security of civilians. They’re already envisioning the possibility that the Russians are going to control Latvia and that you’re going to need some representative from your community to talk to the soldiers. The Taiwanese emergency handbook is very similar, only it appears to be written for children. That one actually isn’t as bad as their civilian defense manual, which looks like something you would see on a Saturday morning watching cartoons.
But I guess it makes it a little bit more digestible for the average person. I’m going to post these guides in the description below. I would encourage you to give them a gander because you might come across something that you never thought about before. This is advanced civil defense planning stuff.
