The grades provide a general assessment but as you know the specific details of the gun laws in each state differs so know your local gun laws. Now there are 21 states included in this list that received an F grade. I want you to take a quick moment right now and think and see if you can name them all in the comments below. I’ll give you a quick hint or two. Notably none of these states are located in the northeast, none of these failing grade states so think of it inversely the best states for gun laws.

Without further ado, here is the map with the grades given to each state according to Giffords. Yeah Giffords, let’s see how you did with your lists in the comment section. You can see here that the worst states for gun rights, those with a letter A for a grade, are in the darkest blue with the failing states in their mind, not ours, with the lightest shade of gray.
The strongest, of course, strongest gun control state is California with an A grade. Connecticut came in next with an A. New Jersey with an A. Colorado, Hawaii, then Illinois, Maryland, Massachusetts, New York, Oregon, and Washington state all with an A- and some of the things they use in ranking these are gun death rates and gun death rate per 100,000 residents. Continuing into the B’s we have Delaware, then Rhode Island, and Virginia with B-pluses, followed by Minnesota and Pennsylvania with a B. Michigan, Nevada, and Vermont with a B-. New Mexico has a C-plus, Wisconsin a C, Nebraska, and North Carolina a C-.
Florida with a D-plus, Indiana, Maine, New Hampshire, Ohio, and South Carolina all come in with a D-minus according to Giffords. And the following states failed the Giffords. They get an F grade and they are Alabama, Alaska, Arizona, Arkansas, Georgia, Idaho, Iowa, Kansas, Kentucky, Louisiana, Mississippi, Missouri, Montana, North Dakota, Oklahoma, South Dakota, Tennessee, Texas, Utah, West Virginia, and Wyoming. And what’s the funny thing about these F grade states? They’re all constitutional carry states. Every one of the F grades, all 21 of them, are constitutional carry states, permitless carry states. As you know, constitutional carry laws allow law-abiding citizens to carry a firearm without requiring a government-issued permit or a permission slip.
These laws reflect the belief that the Second Amendment is the only permit a citizen should need. Over the past two decades, more than 50% of the United States have passed laws allowing for constitutional carry or permitless carry. As of now, we stand at 29 states that have adopted constitutional or permitless carry, and this movement reflects the growing emphasis on personal freedom and Second Amendment rights across the nation, empowering citizens to defend themselves. On my scorecard, I flipped the list in inverse order and gave the constitutional carry states A grades and the communist controlled states F grades.
