Alright, back in December of 2022, in the wake of the landmark Bruin decision from the United States Supreme Court, New Jersey lawmakers went into full panic mode. Governor Phil Murphy and his anti-gun allies in the state legislature responded by jacking up the cost of the concealed carry permits to $200. Now let that sink in. $200 just for two years. That’s not a one-time fee, it’s every two years just to exercise a fundamental right. Even worse, a majority of that fee, 150 of it, goes to the local town or city where you live, and the rest, that $50 difference, goes to the state.
Now, this wasn’t just about revenue, this was about deterrence, making it harder for the average, hard working class American to afford their right to self-defense. But now, the borough of Englishtown, New Jersey has stepped up and done something few towns in that state, or even across the country, have dared to do. After receiving a formal letter of support from the Citizens Committee for the right to keep and bear arms, Englishtown’s mayor and council adopted a resolution that puts $150 back into the pockets of the concealed carry permit holder. Yeah, you heard that right.
They’re rebating 75% of the fee right back to the applicant. Why? Because they recognized that these fees are excessive, discriminatory, and likely unconstitutional. Exactly what the Supreme Court warned against when it said that exorbitant fees cannot be used to undermine a shell issue permitting system. I wish they would have said permitting is illegal and unconstitutional, but maybe one day we’ll get there. But the CCR KBA, the Citizens Committee for the right to keep and bear arms, their chairman is Alan Gottlieb, who’s a friend of mine, and he addressed the Englishtown council directly through a written letter.
He applauded the town’s decision, calling it true leadership. He also didn’t hold back on his criticism of the law itself. Gottlieb argued that charging citizens hundreds of dollars just to apply for a permit is not only unjust, but a violation of their constitutional rights. And you don’t have to take his word for it. Even Englishtown Mayor Daniel Francisco spelled it out in the plain terms during the council’s meeting. He said, and I quote, if Englishtown passed a law that said every time you came to tell me your opinion about something, I charged you $150, and if you didn’t pay that fee, you wouldn’t be able to speak before us, that would be the most unconstitutional and abusive policy I could possibly imagine.
Now imagine applying that same logic to your Second Amendment rights. That’s exactly what New Jersey has been doing since 2022, and that’s what all the states have been doing when it comes to concealed carry permit fees. This rebate isn’t just about money. It’s a direct challenge to Trenton’s overreach. That’s this capital city. Now Mayor Francisco and the Englishtown council made it crystal clear. While the state may force municipalities to collect these outrageous fees, Trenton can’t dictate what local governments do with that money afterward. So Englishtown is doing what’s right, giving it back. Gottlieb praised this as a model for others, especially in states where anti-gun politicians use licensing process as a backdoor form of gun control.
And make no mistake, this is a loud and clear message to Governor Murphy and his cronies. You may have tried to box us in, us being the lawful gun owners, but we’re going to push back, and every single tool we have, we will use. Let’s talk about the bigger picture here. Englishtown’s resolution is a roadmap for other towns, not just in New Jersey, but across this great land. In states that are hostile to the Second Amendment, where lawmakers weaponize fees and bureaucracy to suppress carry rights, local governments still have the ability to resist. This isn’t just good policy, it’s good governance.
It puts citizens first, it calls out unconstitutional behavior, and it restores access to self-defense for those who need it the most, especially the working class and economically disadvantaged. So here’s what you need to do, folks. Number one, applaud Englishtown and share this story far and wide. Number two, if you live in New Jersey, take this resolution to your town council. Demand that they follow Englishtown’s lead. Number three, if you live in another state, pay attention. This is how local action can check state-level tyranny. And number four, if you’re not yet a member of the Citizens Committee for the right to keep Mayor Arms, consider joining.
Their activism just made a real-world difference in the state of New Jersey. Mayor Daniel Francisco and the Englishtown Council showed courage. Now it’s time for other towns to step up.
