41 days into the government shutdown and lawmakers are finally making a big leap forward in efforts to end it. The Senate is back in session today after voting to advance a House-passed short-term funding measure. So this bill would extend government funding through January 2026 and include three year-long funding bills for various federal agencies and programs. Eight Democrats joined Republicans. In exchange for their votes, they secured a commitment that the Senate would vote by mid-December on extending health care tax credits that have been central to Democrats’ demands. But remember, that legislation would also need the approval of the House.

Speaker Mike Johnson said members should begin returning to Washington right now in anticipation of a vote. It’s after 40 days of wandering in the wilderness and making the American people suffer needlessly, some Senate Democrats finally have stepped forward to end the pain. Democrats have been waging this fight and will continue to wage this fight. No matter what comes over to us from the United States Senate to the House of Representatives. I don’t even think that this week. The timing of the final passage in the Senate remains. Jeffries, Hakeem Jeffries, even know what he’s going to say before he says it.

I think he’d be freestyling, and that’s why he looks so inauthentic. That’s why he looks so fake. Hakeem Jeffries is the worst. He is one of the worst. I don’t even know how to do this still in office. I don’t know how any of these people are still getting paid. Before we do anything, the first thing that we have to do, in my opinion, is that we got to do two things. Number one, we got to do term limits. Two terms, that’s it. Number two, I believe that we, because that limits the corruption, it limits the corruption, and it also makes sure that we get people in here fresh face that actually knows what they’re doing.

And number two, in the event of any shutdown, or if any salvage of anything with the federal government, Congress got to take that L first. In the event of any shutdown, Congress should not get paid during a shutdown at all. I don’t believe in it. Until we fix that two things, term limits, and Congress not getting paid, when the government mess up, I don’t even want to hear nothing from any of these fake people. I don’t. This is all theater, political theater, my opinion. It’s unclear, but Majority Leader John Thune says he hopes to hold a final vote in the near future.

We have team coverage of the government shutdown with CBS News correspondent Meg Oliver at Newark Liberty International Airport, covering the impact on travelers. But first, let’s head to CBS News political analyst Hunter Woodall, who is on Capitol Hill. So, Hunter, walk us through the timeline here. When is the earliest the shutdown could end? Well, that’s a key question here. As you heard the speaker just talk about this wilderness that lawmakers really faced in government shutdown so far, the idea is that the Senate will act soon. A lot of hopefulness that the Senate are in any procedural hurdles will be able to pass this package, and not today, in the coming days.

Now, the key question is, what happens in the U.S. House? The Republicans told the U.S. House, but they essentially sat out as part of the process, because they felt like they had done their work. Now, there have been changes to the package that the Senate is working on right now. So, the U.S. House will have to take a vote on this, take action, because essentially, there’s a short-term funding patch through January 30th of 2020. And let me throw another caveat on there. Not only should Congress not get paid when the government shuts down, I don’t think that they should get back paid either.

I don’t think that they should get back paid. I think that they should have the most skin in the game. If the government shuts down for the entire time that government is shut down, I think that they should be docked. I think that they should be docked. There’s no way that they should be able to continue to do what they do, and get away with it. They should have the most skin in the game. They should not get paid. They should not get back paid. They shouldn’t get none of that. They just shouldn’t get paid.

And that’ll make sure that they got the most skin in the game. And it’s not like most of them ain’t rich anyway, but still. Take money away from them first and give it back to the people. Now, Republicans may have some discomfort with this deal. Obviously, House Democrats have been stressing their opposition so far. We’re hearing a lot of concerns from rank-and-file Democrats, as well as the base of the Democratic Party. So the question remains to be seen. If the Senate does pass this, which they seem on track to be, how the House will act and how Republicans will act once it gets to their doorstep.

And there’s been some infighting from Democrats over this vote, right? But even California Democratic Congressman Ro Khanna had some pretty pointed words about Senate Minority Leader Chuck Schumer in a conversation with our Major Garrett that will air tonight on the takeout. Let’s listen to some of it. It’s time for him to be replaced. He is not meeting the moment. He’s out of touch with where the party’s base is. Are you hearing this from other lawmakers? I mean, what are you hearing about Senator Schumer’s future? Well, Lindsay, what’s notable here is Congressman Khanna is not the only person saying this.

I was just seeing on social media California Democratic Congress and Mike Levin expressed a similar approach and similar concern about Democratic Leader Chuck Schumer over in the Senate. Now, Leader Schumer is probably not very concerned about two California House Democrats talking about him and his political future. But what this does show is how wild up the base is about Senate Democrats and how the Senate Democratic Caucus is handling this shutdown and how Chuck Schumer has been leading Democrats so far. Now, notably, Democratic Leader Chuck Schumer did not vote to advance this bipartisan compromise last night.

But obviously, he is the leader of the Senate Democrats. When I’ve talked to sources, you know, it’s either him or House Democratic Leader King Jeffries, who are seen as the face of the party. That just tells you where we’re at. And I’ll also note with the hell of a weak party. Hey, look at this. Hey, check this out, y’all. You know what’s more interesting about this whole thing? Look at all of the stuff that’s happening around in the background. All of this is just performative. Everything that you see from politics mostly is performative, whether it be the correspondence that’s sitting there reporting on it or when they then take up a space for a Hakeem Jeffries or Chuck Schumer or all of this stuff.

They all just have it set up all in a big old circle. And they get their little lights that you get from Amazon. And they set them up like this. And they all just record right there. Look at this. This is all performative, in my opinion. It’s all performative. Look at it. This is a game. This is all a game. They all have one big circle all around, and they all perform. It’s all a big game. Hey, can I get an interview? Okay, well, let’s go set up down there and get in the circle. Let’s go get in the circle, guys.

Order today, I spoke with California Democratic Congressman Ro Khanna. Let’s listen. Congressman, the deal is done in the Senate. You are unhappy. How unhappy are you and why? Well, I’m unhappy because people’s health care premiums are going to spike. Yesterday when I was at Fort Worth Airport waiting six hours because of… He couldn’t wait to throw Chuck Schumer under the bus. You know why? So that he can get some more visibility. Nobody cared about Ro, and now he’s getting visibility. And how is he getting visibility? The same way that every other content creator gets visibility is by throwing somebody else under the bus.

It’s beefing. But all the delays, someone came up running to me and he said, look, my father’s insurance in Arizona, who’s a taxi cab driver, is going to go up from $44 a month to $2,600 a month. That is outrageous. The Democrats should have fought for some help to protect that taxi driver and for 20 million people around America like that. How much of this do you put at the feet of Charles Schumer, the Democratic leader in the Senate? Most of it. I mean, he’s the leader of the Senate. This deal would never have happened if he had not blessed it.

Don’t take my word for it. Take the word of other senators. We’re saying that they kept Senator Schumer in the loop the whole time. Look, I’ve worked with Senator Schumer. He did an incredible job on the ChimpSec, on the IRA, on infrastructure, but it’s time for him to be replaced. He is not meeting the moment. He’s out of touch with where the party’s base is. Congressman, you know all shutdowns end. And if Republicans were adamant, as they said they were, that they were never going to negotiate over the healthcare part of this debate until the government was reopened, what other alternative was there? Well, I don’t think that they would have been intransigent on that.

Michael Lawler, a Republican, was floating the possibility of a one-year extension to the Affordable Care Act tax credits. So we wanted a permanent tax credit extension, but could we have gotten one year or six months? I think so, especially when Donald Trump was reeling. He said that he lost the election because of the shutdown. He was putting pressure on them to get rid of the filibuster. Frankly, we should have at least had them get rid of the filibuster. That would have been a better option. So basically what he’s saying is the Democrats’ plan was to never give in.

It was to never give in. Now, remember that the Democrats actually control the purse strings of the United States of America. So their number one job is what? To make sure that America is funded. To make sure that we balance the budget. To make sure that the money gets going where it needs to go. That is the Democrat Congress. That is Congress’ number one goal. What he basically revealed was behind the scenes, and his attempt to throw Chuck Schumer under the bus, was behind the scenes Democrats were united in picking a cause. They picked the cause.

We’ll get there. Hold on. But here we got nothing. And here’s the point. Obviously, Senator Schumer entered this thinking that the Republicans were not going to be intransigent. Why else make the Affordable Care Act the purpose of the fight if you thought there was no chance of success? You mentioned being at the Dallas-Fort Worth airport. Was a prolonged shutdown, meaning 45 days, 50 days, 55 days. Would it be worth it? That damage and disruption to American travel over the Thanksgiving holidays, over this health care issue, you were willing to go that far? I believe we could have gotten a deal before Thanksgiving that would have had some extension of the Affordable Care Act tax credits, or that would have forced Donald Trump to say, let’s get rid of the filibuster.

This dude said they could have possibly got something done before Thanksgiving. Did you hear what he said? I believe that we could have possibly gotten something done before Thanksgiving. This dude was willing, him and all of his constituents, because I want you all to read between the lines of him saying that he wants to go after Chuckie Boy, Chuckie Schumer and all of that. Listen to the additional context. They were willing to throw air traffic controllers, TSA agents, the American economy, air like safety, traveling, canceling flights, everything being shut down. They were willing to bank on Trump eventually getting rid of the filibuster so that he can use the nuclear option to get the government open.

They never expected to win. The goal was to continue to use leverage of the people, and that’s what he said. He just said it. He said, listen, Trump said that he had previously lost the election base off of the government shutdown. So he was willing to leverage your paychecks, your well-being, your SNAP benefits and food stamps, your air traffic and control, you getting inconvenienced, people losing their jobs. It was people getting evicted because they didn’t have money to pay. It wasn’t that they was working. It wasn’t that they didn’t have money. It was that they wasn’t getting paid for.

They were willing to leverage everything, everything to push Trump to either A, give in to their demands, which has never happened before, right? They’ve never shut the government down over this dumbass issue, and they picked an issue. They picked health care coverage, right? They were willing to shut everything down for that or force Trump to use a filibuster. Either way, they basically hit the new. They hit the new. Thank God there were reasonable Democrats that said, hey, listen, listen, listen. We can figure this junk out later, but at the meantime, we need to get the government open.

We can figure it out with it. We should be able to figure this out and work this out within seven weeks. Otherwise, we can keep the government open. And guess what they got? They got nothing. They did all of that just to expose themselves and they got nothing. They got absent. You know what they got? The thing that Trump said that they should have did in the first place. They got nothing. They absolutely got nothing. I’m telling you that Democrats don’t care about you, bro. They don’t care about you. They willing to throw you under the bus and destroy you.

That’s the thing that people don’t understand. They truly don’t care about you. And the richest people that I know are Democrats. That’s the wild part about it. And then the Republicans could vote with 51 Republican senators and the House to do that. What I don’t understand is why we are the ones who abandoned a lot of the working class folks who are going to see their premiums go up and then put up the fight. That’s really what’s frustrating. I do think this could have gotten resolved still before the Thanksgiving weekend. Does it astonish you, Congressman, that after Tuesday’s election results when Democrats did feel emboldened for the first time in a calendar year, this is the result? It disappoints me.

It complexes me. I guess I just don’t understand why we have a group of people or so out of touch with where our party’s base is. They just came out in record numbers to give a win to Abigail Spanberger and Mikey Sherrill and Zoran Mamdani. They said, look, Democrats, we want you to stand up to this administration’s lawlessness. We want you to stand up for health care. We want you to stand up for working families. We want you to show fight for people against a system that is not working. And we disappointed them.

Now, can we recover? Yes. I think that the first step to recovering is to have generational change and new leadership. Someone referred to me as a backbencher calling for the Senate majority leader to step down. And I don’t think those things personally, some people were coming and saying, Al Khanna is not a backbencher. But my point was, those of us in the back need to come to the front. It’s time for a new generation of leadership. They want their spot. Listen, listen, listen. They’re not trying to get rid of truck because they think that truck is incompetent.

They’re getting rid of truck because the snakes is at the door. The thugs is at the door. He don’t want to be a backbencher no more. And so that’s why he going on the campaign. Listen, man, this dude didn’t been on multiple. I seen this dude on this show on Don Lemon. I seen him basically going on a campaign with that same background and doing multiple different interviews. And he’s basically trying to tell y’all, hey, I don’t want to be a backbencher anymore. I want to come to the front of the congregation. I want some visibility.

It’s my time to shine. I’m tired of being a sad wrestler. I want to be the main attraction. He’s tired of being the side attraction. He wants to be the main attraction. They want the top spot facts. They want the top spot. They don’t want to keep playing their role, playing their position, getting their salary. You get elected. You get reelected. They want visibility. That’s why they’re doing this. [tr:trw].
