Phil O’Halloran has since risen to prominence as the Chairman of the Michigan Republican Party’s Election Integrity Committee, while Lori Skibo serves as the Director of the MI GOP’s Poll Challenger Program.

Muskegon’s Pivotal Discovery
On October 8, 2020, just a month before the nation headed to the polls, the Muskegon City Clerk’s office became the epicenter of a discovery that would send ripples throughout the state.
Ann Meisch, the City Clerk, witnessed a black female, whose identity remains redacted, delivering an astonishing 8,000 to 10,000 completed voter registration applications to her office.
Intrigued by the irregularities and suspected fraud, the Muskegon Police Department was alerted and tasked with investigating this alarming development.
As the investigation gained momentum, the Michigan State Police, under the request of the Attorney General’s Office, joined forces with local law enforcement to delve into the alleged voter fraud. A joint task force was formed, and the inquiry was officially launched.
Signs of Irregularities Emerge
According to the Michigan State Police report, Muskegon City Clerk Ann Meisch and Deputy Clerk Kimberly Young noticed discrepancies in the voter registration applications they had received both in person and by mail.
Their suspicions were piqued when they discovered that a significant number of applications exhibited remarkably similar handwriting and contained invalid addresses.
A closer examination revealed incorrect phone numbers and discrepancies in signatures when compared to the Department of Secretary of State records.
Furthermore, addresses listed on some applications turned out to be nonexistent or blatantly incorrect, including references to locations like Muskegon High School.
Meisch and Young contacted the Muskegon Police Department on October 16, 2020, to report their findings and launch an investigation into the potential voter fraud operation.

According to the MI State Police investigator assigned to the case, this suspect claimed she was being compensated to “find unregistered voters and provide them with a form so they can get registered to vote or obtain their absentee ballot.”
However, strikingly similar handwriting across multiple registrations and a myriad of nonexistent addresses cast serious doubt on the legitimacy of this endeavor.
The involvement of Michigan Attorney General Dana Nessel in this investigation is noteworthy.
Despite her public claims of no evidence of widespread voter fraud in Michigan, her office, along with the Department of State led by Jocelyn Benson, reportedly collaborated with the Michigan State Police in a substantial statewide investigation that was later assumed by the FBI.
The Connection to GBI Strategies
A major revelation from the police report is the involvement of an organization named “GBI Strategies,” which appears to be central to the alleged voter fraud scheme.
The organization, reportedly operating since 2014, is purportedly connected to the Biden campaign and various Democrat campaign committees.
Notably, GBI Strategies received substantial payments, including a significant sum of $1,571,386 from Doug Jones’ Senate campaign in 2018.
The police report further highlights the employment structure within GBI Strategies, indicating that employees were paid $15 an hour or $120 per day.
Testimonies from individuals involved suggest a network of rental cars and multiple field locations across Michigan, as well as in Washington DC and Chicago, Illinois.

The police uncovered partially completed voter registration forms and discovered “pelican cases in the room with semi-automatic rifles joined with suppressors and optics and customized pistols.”
