history on the American citizens. They must want open borders. They’ve proven that over and over. They must, uh, they want, must want Medicaid for illegal immigrants. We look forward to the Senate’s timely consideration of this once in a generation legislation. We stand ready to continue our work together to deliver on the one big beautiful bill, as President Trump named it himself. We’re going to send that to his desk. We’re going to get there by Independence Day on July 4th, and we are going to celebrate a new golden age in America. Thank you for being here.
I yield next to our leader, Steve Scalise. Thank you, Mr. Speaker. And, uh, as the speaker said, it truly is morning in America. Again, you know, when you think about all of the work that’s gone in to putting this bill together, it’s one big, beautiful bill for a lot of reasons. There are a lot of really important when, um, no big and in the chat, no big and in the chat. All right. We’re not doing that here. No big and the same panhandling time for the American people in this bill. And we had 11 committees come together in me in hearings.
Some went on over 24 hours. Rules committee went over 20 hours. Uh, you had, you know, of course, the budget committee chairman, Errington is the lead author of the bill. All of the people that had to come together in our conference. And I think a lot of, you know, we don’t all think alike. Democrats made it very clear. They didn’t want to have any part in helping get America back on track again, but we were never deterred when this bill could have failed 10 times over. We said we were going to get this done and failure is not an option.
And we meant it. We knew we were fighting for the families who have been struggling for way too long under the failed policies of Joe Biden and all the Democrats who did have control of Washington for too long. We watched higher interest rates and higher inflation and lower wages and a demise of the American dream that we knew should not be permanent, but was only going to turn around. If we passed a bill to get America back on track, we knew we had to prevent a massive tax increase. So we put it in the bill.
We knew we needed to secure America’s border as president Trump ran on all across this country and won the election on and we put it in this bill. We ran on and said we would produce more American energy and we put it in this bill. All the things that we knew we needed to do to root out waste, fraud and abuse and government focus on those families who are struggling. All of that is in this one big beautiful bill. And yes, now the House has come together and passed this bill. All right.
So now that we know that they passed the bill, which I think is a good thing, let me explain to you guys what’s in the bill. All right. And then I’m going to share my screen. So this is what’s in the bill itself. This is courtesy of the AP. All right. The House Committee labored for months on the bill, which underwent late change. Now, let me also preface this by saying that Democrats did nothing. Democrats are basically just getting the paycheck. Whether you’re talking about Congress or the House, the Democrats are just hanging out.
They didn’t do anything. All right. So let me go ahead and get this done because finally Trump within less than six months has already got this bill passed. He says Republicans look to make permanent and individual income and estate taxes. Estate cuts pass. So all of this stuff, all of the stuff that he did in the first term, they’re extending Trump’s tax cuts into now. So his first term from 2017 plus an act promises he made on the 2024 campaign trail to not tax tips, overtime interests and some auto loans. All right.
So this is what’s in the bill. Um, to partially offset the lost revenue Republicans proposed, uh, repealing and phasing out more quickly, the clean energy tax credits passed during Joe Biden’s presidency to help bring down the overall cost of the tax portion to about 3.8 trillion temporary boosting a standard deduction, $1,000 increase for individuals bringing it to $16,000 for individual filers, 2,000 boosts for joint filers, bringing it to 32. So the pays to be married in that situation. Temporary $500 increase in the top child tax credit, bringing it to $2,500 from 2025 through 2028.
So Trump’s entire term, uh, $2,000 will increase to account for inflation. The estate tax exemption rises to 15 million and is adjusted for inflation going forward. All right. Uh, one of the thorniest issues was how much to raise a state and local tax deduction now capped at $10,000. That’s been a priority of New York lawmakers. So when you see, um, it being difficult, for example, for different legislators to support Trump’s bill and you say, well, why was it so difficult? How come certain house Republicans were hurt holding out? How come Democrats don’t want to participate? Well, that’s one of the reasons why you have to be in tune with what’s going on in your district.
That’s why you got to hold your Congress people accountable. That’s why you got to figure out what’s going on in the house. And the reason why we needed a majority is because those holdouts wasn’t not going to vote for Trump’s big beautiful bill, because if they didn’t vote for it, then they would not get reelected because that’s what the, you know what I’m saying? The population at large said that we do. You don’t get anything, but this is what they were holding out for. There’s individual things that’s happening in individual States in their district that they can then go back to their people and say, Hey, listen, this is how much, this is what we fought for.
This is why we held out. We was going to get it done, but this is what I’m bringing back to my people. Now, Democrats can’t say that they brought anything back to their people. Anything that is done now is all going to be beneficial for future Republicans because they’re actually getting stuff done. But the reason why a lot of these Democrats, I’m sorry, a lot of these conservatives and these Republicans hold out and the reason why Trump had to go and stop and you had the house speaker and Mike Johnson had to go and make sure that he talked to these people and because they want to make sure that they can go back to their people and say, Hey, listen, this is how this benefits you.
This is why you’re going to win. This is this and so on and so forth. So it’s a negotiation. They’re in there. The reason why you have to make sure that you get people that can negotiate effectively, business leaders, people that understand a community, not just on all these talk shows and on TikTok is because these are the people that then advocate for, they want to get it done, but they’re trying to make sure that they push in whatever it is is going to benefit to their constituents that they serve that then voted them in.
It’s not just just passing it out overall is how does it benefit the people that’s in your district? All right. So that’s why that’s why it takes a lot longer and why it take months to get these things done officially because they have to make sure that they’re taking care of their people. All right, so let’s continue. That’s been a priority of New York’s lawmakers. The bill increases the salt cap to $40,000 for incomes of up to $500,000 with the cap facing downward of those for those with higher incomes. Also, the cap and the income threshold will increase to increase 1% annually over 10 years.
All right, so let’s get down into this. Among the various business tax provisions, small businesses, including partnerships and S corporations will be able to subtract 23% of their qualified business income from their taxes. The deduction has been 20%. So that increases 3%. Businesses will temporarily be allowed to fully expense domestic research and development costs in the year they occur and the cost of machinery, equipment, and other qualifying assets. This encourages businesses to invest in ways that enhances their productivity. So domestic research and development, R&D, that means that any money that you spend in the United States of America domestically that increases your productivity, that you can spend on research and development, that you can spend on developing another product, that you’ll be able to fully expense those development costs in the year that they occur and the cost of the machinery, equipment, and other qualifying assets.
And that goes for all businesses. Parents and older Americans face work requirements for food assistance. So this goes to social services. House Republicans would reduce spending on a food aid, which is known as supplemental nutrition and assistance program by about $267 billion over 10 years. So that’s about $26 billion, $26 million. Is that $26 million? Am I adding that right? $26 billion. I’m sorry. $26 billion over 10 years. Is that right? Is my math right? Anyway, so basically that is commonly known as SNAP. Alright, SNAP is basically something that women use that they say that they need additional assistance, additional assistance.
They say that they need this in order to feed their families and nutrition and we need strong babies. Well, guess what? They’re going to have to go and get a job. You’re going to have to go and get a job. You can’t just have children out of wedlock. You can’t have children under the rest. You are not entitled to just have children. If you want children, if you want to feed them, if you want to make sure that they’re sufficient, you’re going to have to be able to pay for them. I don’t know any man that gets these SNAP benefits, honestly.
Now you have to pay for your children to be able to eat. You raised them, you had them. Now it’s your responsibility to largely feed them. Alright, no more coming out of taxpayer money, $267 billion over 10 years. States would show 5% of the benefit costs beginning in fiscal 2028 to 75% and 75% of the administrative costs. Currently, the state pays none of the benefit in half of the administrative costs. So basically, the Trump administration is saying, well, if the states want this so badly, then they’re going to have to figure out how to pay for it.
You can raise taxes on your people, so it’s going to be on a state, an individual state. Republicans is expanding the work requirements to receive food aid. Under the current law, able-bodied adults without dependents must fulfill work requirements until they are 54, and that would change under the bill to age 64. Also, some parents are currently exempt from work requirements until their children are 18. That will change so that only those caring for and dependent under the age of 17 are exempt. New work requirements, focal point of the package is nearly $700 billion in reduced spending and Medicaid program.
And so to be eligible for Medicaid, there will be new community engagement requirements of at least 80 hours per month. That’s 20 hours a week. That’s half time. So four hours a day, five days a week. At least 80 hours a month of community engagement, basically volunteer work, if you want to get Medicaid, education and service, or service for able-bodied adults without dependents. So this is for people that don’t have kids and ain’t nothing wrong with you. You don’t have kids, ain’t nothing wrong with you. You don’t have no disability. You should be able to do some volunteer work in order to get that Medicaid.
And new requirements will begin December 31st, 2026. People would also have to verify their eligibility for the program twice a year rather than just once. No taxes on gun silencers, no money for Planned Parenthood and more. All right. So you can go ahead and read this. I’ll put this, I’ll pen this or put it inside of the description of this live stream after the live stream is over. You can go and check it out yourself. I think this is what people was talking about the MAGA accounts as far as a thousand dollars saved in accounts for children, but I’m not going to go over that.
